AdminCP > settings > options > User registration options :
COPPA Registration System.

it have 3 settings
0|coppa_disabled
1|coppa_enabled
2|deny_under_13_registration

and instead is checked via
for php :
$usecoppa = $vbulletin->options['usecoppa']
for templates :
{vb:raw vboptions['usecoppa']}
