This is not how many resources are taken by vBET - this is how many resources are taken by whole your vBulletin.
vbenterprisetranslator_seo.php acts only like Front Controller (more specifically like filter and then vbseo.php acts like front controller). If you open
vbenterprisetranslator_seo.php you will see that it only makes few changes in server variables and then includes vbseo.php
Change your link type to
language= and remove vBET .htaccess rules, and then you will see that
vbenterprisetranslator_seo.php takes no resources at all. Because it doesn't - it is just a filter which grabs all requests by .htaccess that is why you see there ersources used by your whole vBulletin
