I've never seen one. I've seen newsletter mods; maybe they have a function to list bad emails. But I don't see how they could force someone to update an email addy.
Remember, it's standard practice for people to get temporary emails to join sites. If you sent out 100 emails to 100 members and 50 of them bounced back, how could you possibly 'force' those 50 to do anything? If you ban them they can't change their email.
Isn't it enough work to keep on top of bounced birthday messages? In one year this will give you everyone with bad emails. But then as I explained earlier, you have to decide on a case by case basis exactly what you want to do with those accounts. It's tedious.
