I don't think that's right. I just tried it again and whether the option is set to Yes or No the green blocks are still visible. Even if an unregistered guest is viewing the thread.
As far as I can tell this switch doesn't turn off the reputation blocks.

OK, I think I've got it figured out. My suspicion was right, the usergroup permissions override the user settings, even if the user settings are set by an admin.
So if the usergroup setting for "Can Hide Reputation from Others" is set to No, then that essentially disables the individual user switch for "Display Reputation: Yes/No" and reputation of all users in that group will be displayed no matter what.
