You need to put in the size in
bytes. Then it will be auto-converted to kB/MB/... by a vBulletin function.

I am getting this for any file I try to upload! Even for a text file 9 bytes in size
1: I can upload attachments to the forum fine.
2: My php max post size is 20MB
3: My php max uploadsize is 20MB
For the 9b txt file I tried to upload max file size was set to 2000000 and still no joy.

Did you check the "DownloadsII Extra Permissions" usergroup permissions? There you can set an upload limit, which gives this notice.

It will respect the "Can Access The Downloads Section" once there are basic auto-permissions for new installs. Otherwise it would confuse too much people (resulting in lots of support questions

).
