2) can be done easily when you set up your forum users can do post images using the [ img ] tags like so

thats done like this but without the spaces [ img ]http://galleries.animerealmz.net/Banners/ARZ-banner08.jpg[ /img ]

the 4.0 suite has a built in gallery. the blog portion of the suite is great and you have a sidebar in the forums that will show what ever content you wish it to including the blog posts.

to see the suite in action just click the link in my sig. i do not use the built in gallery yet.
