It's designed like that at the moment. The sidebar is cached to avoid unnecessary queries, but this is the side effect of it: no usergroup permissions are applied.
Maybe I need to add a setting to disable the cache and run the queries (with permissions) on each page load.

Are you running vB 4.0.2?
Did you reupload all files (there is a new CSS one in the xml folder)?
Did you revert all templates if you modified any (especially downloads2.css)?
