The "Powerful Usergroups" setting's function is to skip checking posts for those powerful users during posting/editing, that's all.
By the way, there's another bug confirmed today described HERE. It may be the reason of your problem. A fixed update will be released v.soon.

well in that case i dont want anyone to be a "powerful user"

and that bug is probably why it doesnt run each day for me. thanks for the update
