It's definitely not caused by DownloadsII, the old Create Thread add-on or the old pm add-on. There's nothing in our software with the name "ms_leaders_ugp_permissions" in it.

It's caused by another mod (with a bad installation or a bad removal). Normally you should be able to trace it with the "leaders" name. What mod you are/were using could use such a name?

Also check the /includes/xml/ directory for old bitfield xml's (= usergroup permissions) from mods you removed.
