that option is setting to No....
i have 4.0.1 installed...so i turn it on...and then i tried to rebuild styles ..and that steps...but problem still..it didnt work..so i turn it off (store css as files).

do you have entered has admin to my site sniper? if you dont understand language (admincp is in spanish), import english language file and use it..no problem
