Click on Download vBulletin, then on the right side click Download vBulletin 3.x.. that will take you to another page with a radio button that says "More Download Options (Use this to access earlier versions of vB and also Alpha/Beta versions if available)"

Once you click to enable that, at the bottom under download you can select the uncompressed javascript package from the drop down menu

Simply upload the javascript files in the clientscript directory, make the modifications and away you go.
