if you send a activation link to a "old" account, then the new owner of the mail
suddenly gets acces to another account..

ive had several emails, ive lost rigths to acces, due to domain shut down,
or webhotel moved/closed, so i ofcourse enter my favorite sites
login and then change my email, now if my email now is sendt to the email
i dont have acces to, then i lost my account.

If think, if youre experienceing "stolen" accounts, people should
1) update their passwords to something more random and harder to crack
2) double check trust on any admin connected to the site, who can edit user acc's

im just saying if stolen accounts is the issue, then you have another problem, well
actually the users with poor passwords have.
