Because it had vBulletin files in the zip. Which is says right at the very top of the file you are not allowed to distribute the core vbulletin files, edited or not.

Most likely a mod is in the graveyard for a reason. No need to start a thread asking why.

All the reason we really need is it is in the graveyard unless there is a exploit so we can remove it from our site.
