That's strange. The phrasegroup should be there if you were running DownloadsII 5.x when doing the upgrade.

Did you uninstall the DownloadsII v5 product? That's the only thing I can think of at the moment. If you did that, you lost all DownloadsII data (on your test site), so you can't upgrade.

What v5 version did you run?
