Nevermind I figured it out. You put that chatbox in your navbar which makes it global. Becuase the  will be on every single page even if the site is closed it will show no matter what.

You have 2 options:
1. Disabled the chatbox when you close you forums
2. Customise the zClosed template. (may just want to try removing {vb:raw navbar} )
