Who is going to ever notice the usergroup id? No one. So, I'd just leave it alone.

You can go play with changing it on your test site if you absolutely want to do this. Off the top of my head I know you would have to change the usergroup table and I think the cms permission table. Perhaps a blog permission table too? I really don't know.
