I'd like to make it so the tooltip for the postbit and member pages for an award use the "issue reason" and not the name of the award.

The reason is, we have trophies that we want to reuse the images for and use the issue reason to display what they were awarded for.

I know I can just duplicate the image in the awards section and I might do that, but I think displaying the issue reason there would be cooler.
