Depends, but in most cases yes. By default the joining user is prompted to create a local password. This means that they can login without the Facebook connection at any time, provided they remember it.

Forcing a real email helps this as they will have a legitimate way of resetting their password.

I believe disabling the Auto Register feature will do this for you. Linking an existing account is a matter of going to your UserCP and logging in to Facebook there.

Yes, it is in the option area. It will also follow any other registration restrictions you have. For example, I run a spam stopping mod and it scans the Facebook registrations as well.
