I can create a new default style, but none of the changes I make to it show up. It's like the default stylesheet is stuck.

This wont be a problem with the skin, please try re-installing your vbulletin installation or upgrade to the vB 4.0 BETA 4.

We are testing skins now in vB4 BETA 4 but we are sure there have been no major style changes.
