Is it possible to allow html in only 1 forum, and for only the first post in the thread?

We are integrating an app to work with vbulletin and the app will make posts to a specific forum.

No one else can create a thread, but can reply to a thread so I don't want anyone else to be able to use HTML, besides the generated posts.

I see that I can allow HTML on a group basis.

If I allow HTML for 1 specific forum, disallow html for all groups except 1 group, and then generate my post from a user in that group no one else could use HTML correct?
