So they get 5 points for every uploaded attachment and have to 'pay' 1 point for every attachment they download. You'll have to look at what hooks you can use when adding an attachment and when downloading an attachment and use those to add and subtract from that field. And, of course, you'll have to create that new field probably in the user table.
