Definitely. A version for vBulletin 4.0 Forums and Publishing Suite will be available as soon as I can get a copy of the beta and do the required changes. With the final release of vB4 I expect also to have a final version of vBExperience 4.0

In normal case, you only need to recount once. Also, please read the readme files in the ZIP to read more about optimization.

I removed it in 3.8.5 because 3.8.5 contains a lot more options. The menue has been overloaded with the links to the options. In previous version that links were also just shortcuts to the vBulletin options.
I would not say for nothing, you have now a more stable, security fixed version of your webserver
