You will have to upload the "Tools.php" to your admincp folder. Then go to it via your browser. From there you can reset the cookies.

This file is located in the do_not_upload folder in the folder you downloaded from vBulletin.com. When you downloaded the folder with the files to upload to the server.

If you have custom set cookies there is no real way to prevent this but uploading the tools.php file makes it easy to reset it.
