Is the "new" one a fresh install or does it already contain data?

If it contains data, you will have to impex the old data to the new one.

If there is no data in the new one, you can simply import the old db into the new db and then upgrade the old site to the latest version of vb.

I doubt anyone will do it for free, but you can post in the paid job forum and im sure ppl will apply for the job.
