The living_avatars folder goes in your forum root, just like it says in the example:

2) FTP the living_avatars folder to your forum
Example: http://www.yoursite.com/forums/living_avatars/

Living Avatars doesn't show in your Admin CP, it has it's own Admin Control Panel, which you access at that same URL. Nothing will show in the User CP until you activate the Add Forum Link.
