I checked it on a widescreen and I see what you're saying. It looks like that graphic would have to be anchored to a table in order to do that. I'm about to rework the header anyway, so I think I'll use the top portion of the Constitution graphic as a background there and maybe try to center a flag graphic with about 10% opacity in page background.
