The goal of having a "tooltip" is to be helpful.
He's referring to the tooltip that is displayed when hovering over titles on forumdisplay. The tooltip that is provided displays the first x characters of the thread. In most cases, this is not helpful as many threads (content) don't start with a product description.
for example if I go to the 3.8 Addons/Chat Modifications section:

and hover over your "Flashchat 5 Integration for vBulletin 3.8" modification I would get

I'm sure you'll agree that the "tooltip" is not helpful. It doesn't tell the reader what the product is about.
