The goal of having a "tooltip" is to be helpful.

He's referring to the tooltip that is displayed when hovering over titles on forumdisplay. The tooltip that is provided displays the first x characters of the thread. In most cases, this is not helpful as many threads (content) don't start with a product description.

for example if I go to the 3.8 Addons/Chat Modifications section:
https://vborg.vbsupport.ru/forumdisp...+Modifications

and hover over your "Flashchat 5 Integration for vBulletin 3.8" modification I would get

vBulletin 3.8 Version Please remember to click Mark as Installed if you use this modification. Support questions from members who have not marked this as installed will be considered low...

I'm sure you'll agree that the "tooltip" is not helpful. It doesn't tell the reader what the product is about.
