Is there a way of doing this?

We don't give brand new members PM privileges, but there are occasions whereby we would like them to be able to exchange vcards if they so wish with other members. Is this possible, or is it inextricably linked to the PM permissions?

For example, mods can see a new member's vcard, but a normal member can't, nor can they see a member's vcard who has PM privileges.
