I've personally been testing it out for a month now, and while it doesn't have many "out there" features, it is actually quite good.

I have used NetBeans, and I am ashamed you had to give a link. NetBeans is a well known program and it is good if you are doing any Java coding Enviroment project for the web. As for webpage designing, I have never used it as an web designer tool. I either use NotePad, or FrontPage 2003.
