I came here searching for this mod as well. If this ever gets acted upon, I think it would be nice to allow the admin to decide which usergroups could cross post, and which could not.

This idea has potential for great good and great abuse by spammers. Allowing admins to just let admins, moderators, or other higher-level usergroups have access might provide the most benefit with the least risk of abuse.
