Notepad++ has both of those features and its free. In fact a lot of free editors have those features.
Dreamweaver's strength is that it has been adopted by a lot of large design shops. I am talking about companies that spend millions on website design and development. Companies like Sony, EA Games, Disney, Vivendi, Viacom, HBO, Time Warner and so forth. If you want to work for these companies than you should learn how to use Dreamweaver. Though Microsoft's Web Expressions is gaining market share in corporate development as well.
