If you uploaded the file to

that works just fine for me in any browser.

You can try:
- create a new file in your favourite text editor
- copy the contents (all of it) of my file over
- save it as photo_popup.php
- upload.

That was the old one - I reupped it in the meantime. The new version is up now.

Tried all that.

It's only when the e parameter is there that the encoding error happens, without it the page loads with your error.
