For #1 You need to go to your style manager, find "popup menu backgrounds" in "all style options" and replace it with this code:

#869BBF url(simpleblue/img02.jpg) repeat-x left top;

For #2 you need to go into the header template and remove from:

<div id="menu">

to

The first instance of:

</div>
