I want only users in a social group to be allowed to post in a specific subforum

I want to force users to agree to certain terms before they can post in a particular subforum on my website. So I think the best way to do this is to make a private social group that members can apply for. Only after being accepted to this group may they make new threads.

This seems easy enough and perhaps can be done with the tools in the admin cp?
