I don't understand how it's possible that Google is trying to download the sitemap, not shoiwing it as successful, and yet not reporting any errors... unless you already have a sitemap in the root for forum.mysite.com? Try deleting ALL existing sitemaps and the manually running the cron job again from your vBulletin Admin CP (after relocating the .htaccess file).

2. No, you don't change the rewrite rules/instructions. That is already set up in the vB ACP. Leave it as it is.
