oh my this didnt go well

could anyone help me out with this error....what would this error indicate. doesnt matter what plugin i upload. i tried to upload vbshout as well and get this error

Fatal error: Call to undefined function fetch_phrasetypes_array() in /home/******/public_html/***************/plugin.php on line 2142

would it indicate a corrupt plugin.php file, incorrect location of plugins

i think the install of vb is corrupt

is there any way to verify this? or am i looking at a total reinstall
