I'm not sure what you mean. There are 4 steps to his article - copy his php file, change the lines where it says to in the comments, do your navbits, and then create your template. You would then add all your custom code for your pages after it says Start Main script and before the navbits.

If you are outside of the vbulletin directory, then you should read that part of his article also. He also has a part about limiting access, which you said you wanted to do, so read that part also.
