It gets shown if $show[communitylink] is true. That is set to true on this line of global.php:

$show['communitylink'] = ($show['quick_links_groups'] OR $show['quick_links_albums'] OR $show['friends_and_contacts']);

So, if any of those options are on/true, then the link will show.
