I figured out what it was... i feel like such an idiot about it too.

It seems there is a setting in the user control panel.... Edit Options.. then Miscellaneous Options... there is a setting in there.... it was turned off there. I had been pulling my hair out all day about this and it was a simple little setting in the UCP.
