You can't create own commands anymore.
Yeah I know the pictures are out of date, I should do new ones.
About the general channel is not possible to edit it and has never been.

The main language is not english but the english xml is so you just have to translate that xml file and change the encoding at the top of the xml file.
If you are not sure which phrase were updated between two versions, you can check the xml lines where the version number is the most recent one.
