I've been designing forums for members here on vb.org for the last several years and just opened up my own hosting company a couple months back and would be more than happy to host your site.

The guys above are correct, cheap and reliable don't go hand in hand. I'm not sure how some guys can offer $1 per month hosting with unlimited resources. I guess that's why the have the worst reviews and terrible downtime.
