I'm using vB 3.6.12 And when users register to my forum they have a error

If this occurred unexpectedly, please inform the administrator and describe the action you performed before you received this error.

and after i log to their profile from admincp and setup "Is DST currently in effect" to "yes" the error is fixed,
does any one know hot to fix it? so maby all the members will have an automatically this option set on "yes"
