Allow me a little criticism.

Whilst the idea is ingenious and funny, I don't see how it can make a board look better, or an administrator feel happier. Would it make me happy if my board is full of fake users? No. It's sad actually. There are no shortcuts to real success. Trying to fool yourself won't work either. Get some REAL members, even if only 5 or 10, and experience the pleasure of seeing your board grow. My current forum is about 6 months old, with 300 members, of who 200 are active. Everybody knows everybody. If I started to add such fake users who never post, it would look ridiculous and people would start wondering what is going on.
