Actually this is done pretty easily.

That is an option when you create the forum.
Set the forum to a category, then make forums underneath. Voila!

Oh and forgot to add, to get the link to the new forum, when you create it, just click on the link to the forum in the Admin CP, and the link will show up in the address bar.
