Wordpress, Drupal, etc... I personally recommend staying away from Joomla as far as possible but others like it.

You can get a magazine site up and running in WordPress in about 15 minutes. That includes installing a Theme and several addons but no content.

Drupal will take a little longer but it is possible. Drupal does require a little more PHP knowledge than WordPress but should be usable. The selection of Themes/Styles isn't as great either but they do exist.

When I tried Joomla, it was just a mess and any decent addon or module was an expensive commercial product. For instance, adding recipes in an easy manner will set you back $150.00. Wouldn't mind paying for them but when you need 10 modules, it gets expensive quickly.
