Er... you're asking for help setting up usergroup settings, right?

After making sure the vBulletin Options>My Smilies VB Options is set up correctly, go into each usergroup you want to have the ability to add smilies and scroll down to "MySmiliesVB permissions" (its the third section down for me, your mileage may vary) and make sure those settings are to your satisfaction. I can't remember any more if its set to zero by default.
