The 'Please use descriptive thread titles when posting' message here

Quick question. Just posted another thread and noticed the "Please use descriptive thread titles when posting." message under the title. My site needs that, desperately. We have WAY too many "Need Help" titles.

Is that a mod that shows it? I'd like to have a different message for different forum sections if possible...
