Send author PM on thread move / delete

This hack already existed (for version 2.2.x), but is no longer available for download...

I would like to have this option on my board, whenever I move / delete a thread! Informing the author that the thread was moved / deleted will help him/her not to repost again the same 'mistake'.

Also, this could help me to prevent clogging the forums with the "moved" markers. An additional checkbox would be shown allowing us (the Admins) to add the PM.
