He means it should still be in the forum, exactly where it was before. It's just that nobody but the mods should be able to see it, and it will be marked as deleted. There will be a button to view the post.

Note that apparently sometimes either soft-delete doesn't work, or moderators accidentally hard delete. This happened to me a couple months ago where I couldn't find the deleted post to review it. But she swore she didn't hard delete it. I dunno.
