If it is happening with a default skin and you uploaded everything into the correct place, then I'd guess you don't have the permissions set correctly for either the images themselves or the folders the images are in. Try to view the image directly via url and see if you get a no permission error.

Is this your site - http://www.world-own.com/ ? If so, I see the images just fine so I don't know how you can say it is happening on all your skins.
